The American Civil Liberties Union and the Mexican American Legal Defense and Education Fund sued the state to fix some of the chronic problems in the schools. Money set aside from the lawsuit after the suit was settled mostly only gets freed up after formal complaints get launched.

I think the students are doing the right thing and that all the money set aside from the lawsuit needs to be spent on fixing the chronic so no more formal complaints get launched.
