The National Council On Teacher Quality Is Out….

with the 2009 state policy yearbook. The overall average grade for the nation was a D. They say that state teacher policies are broken, outdated and inflexible.

The best state in the nation was Florida with a C rating.

They say 47 states allow tenure to be awarded virtually automatically, that 5 states offer a genuine alternate route to certification, and that most states fail to exercise appropriate oversight of their teacher preparation programs to name just a few problems states are having.
