What the report says is that states should use caution when using an exam such as the ACT exam as part of a regular testing program. Achieve analyzed over 2,000 test questions to come to a conclusion for this report.
They says that college admission tests in reading are more rigorous than placement exams. In writing exams both college admission and placement exams are more rigorous than most high school exams and generally reflect what students will write in college. When it comes to math exams the college admission and placement exams do not focus enough on advance algebraic concepts you need for college.
Achieve wants states that use exams such as the ACT or SAT to augment the exam with other questions so they align more with state education requirements.
They want college placement exams to used as diagnostic purpose only which I think is great.
They also want end of course exams to tap higher level content an skills. I loved that idea.
The report does get into details on some exams, especially the math portion, and what is in them.
This report is a great read.
