The Baltimore Sun reports on this program used by the High Road School where students at the school have a range of emotional and developmental disorders in grades two to 12. This program was created in order to help improve social and communication skills and also try to reduce behavioral problems.

The school has only 10% of minortity students. This school will hold sixth graders back if they fail a final test twice. By the high school years 40% of the students have dropped out. Students will have alos taken a number of AP classes as well.
Teachers at the school wiil get bonuses if the students pass exams like the AIMS, if too few pass theire contract is not renewed.

Only 12% of the students at a flagship state owned university are Black, Latino, or Native American compared to 24% for all colleges and unversities.
The report does go into a massive bunch of report card grades. On access for minority students most universities got poor scores, but 5 did get an A rating though. On access for low income students only 7 states got an A rating. Scores though for student success were mixed bag. Only a few universities got an F grade while eight got an A rating.
