is failing due to special-interest groups that are dominating the decisionmaking processes says the Fraser Institute. Also governance of schools is overly centralized as well.

The report does say more students are graduating high school.  Students that are homeschooled are the rise, but they can’t report any numbers due to so many parents not reporting proper information.
