out with a report looking at schools that are failing the No Child Left Behind rules. They looked at fives states in this report which include Ohio and California.

They say that current restructuring practices under the NCLB bill are flawed and that each state have various laws on how to support schools that are in the restructuring phase.

They say more and more schools enter a restructuring phase and stay in it for multiple of years.

They wants states to work to with schools that exit restructuring so they do not go back to the restructuring phase again.
