The reports says that prepping for college starts in the ninth grade and making up missed classes in later school years becomes harder to do.

They say that 35% of students in the ninth grade do not get enough English to satisfy the four year public colleges and universities in California. By the time you reach 12th grade less than 50% have done four credits of English. They do say that 18% of high school students only lack a half credit at the end of 12th grade.

In Math around 50% have not completed the proper 3 credits with 11% of students falling a half credit short.

They look at all other subjects as well.
