The Georgia lottery Corporation is spending only 26.8% of lottery proceeds on HOPE scholarships and pre-kindergarten classes. The state though requires 35% to be spent though.

Last year though 853 million was spent on HOPE scholarships and pre-kindergarten classes up from 822 million in the previous year.
