like to see in the school system report cards for parents. Thins included in the report card would include things such as if a child gets to school on time, IF Homework completed, and if they are properly nourished and dressed for the weather.

I think this is getting too intrusive and would not work. Even the article states this was tried in the Chicago area and failed.
