He does not have a bad idea. It is not going to fully work for all majors and at best bet all you are going to is cut the amount of classes needed to get the degree, not the time spent.
If you take a major such as Math, Economics, or Broadcast Journalism for instance you can easily chunk down the core requirements to get a college degree down to under 64 credit hours. It may not be fully possible to chunk the degree time down to two years though.
I have seen full law degree requirements where you need to take over 150 credit hours. No way can you chunk that degree into a two year program. I have also seen some law degree requirements around 126 credit hours, that you might be able to squash into a 64 credit hour program, but not into a two-year program.
