a brand new report out on state exams. They show that scores on state exams have increased consistently since the NCLB bill has been enacted.

They also compared the state test gains to the NAEP exam. They found that most states made a moderate-to-large gain on the state exam even if NAEP gains were not much, were flat or even were declining.
