schools and found that even low performing charter schools are tough to turn around. The report looked at over 2,000 schools in 10 states starting with the 2003-2004 school year.
They found that in the 2008-2009 school year only 19% of low performing charter schools wound up closing while only 11% of public schools did the same thing.
They also found only 9% of charter schools in the same time period made moderate academic improvement while 8% of public schools did the same thing.
