The American Institutes for Research Is Out With A Report…

that compares state testing score to international benchmarks. They say many states use low benchmarks to claim high proficiency. The report does compare two states Massachusetts and Tennessee. Massachusetts has high standards while Tennessee does not. Tennessee though claims high passing rates on exams though.

The report really shows that only a small group of states which includes Massachusetts, Missouri, and South Carolina as being good.
