with a new report just looking at New York City and the social promotion rules they have. Students have to meet a certain level of achievement at grades 3,5, and 7 or they do not move onto the next level.

What they found is that over the past few year the amount of students that needed help dropped big time. What they also found is that fifth graded students who wound up retained did score better over the next three years on standardized exams.
