The report says that since the NCLB has been passed states are spending more on assessments. Most of the money is being spent on exams.
The reports talks about states like South Dakota that have multiple choice exams that could not put part of the reading curriculum on a multiple choice exam.
Some states are using multiple choice exams more due to tight reporting times and costs.
