The report showcases that students in the middle and high school grade level have limited access to Tier 1 schools in the area. A Tier 1 school better meets Missouri State Standards. Four zip codes have no elementary, middle, or high school that are a Tier 1 school.

The reports gets into the VICC program giving African Americans more choices in what schools they can go to.
