The Detroit Public Schools emergency financial manager Robert Bobb has asked the federal government to declare the local school district a under “special presidential emergency declaration” rules so it can get some emergency funding. Emergency declaration status is usually declared for natural disasters.

I say they do not get extra money like that, but this is one the worst school districts in the nation.
