out with a brand new report looking at how to create a quality education force.

One stat they throw out is that in 1964 one in five new teachers scored in the 90th percentile on their high school achievement tests, but only one in 10 new teachers do so today.

The report does look at some alternative certification programs such as Teach for America and the Boston Teacher Residency program.

They want to see selective recruiting in who goes to an education school and they want to see pay for contribution.
