The Thomas B. Fordham Foundation Reports….

on how well states are doing to help the neediest students.  The average grade given to all the states is a D.  Three states failed and six states had too few students to get a grade.

They did say though that after looking at 15 years of data that 8 states made moderate progress and a total of 31 states made at least some progess. 13 states did not make any progress and the state of Nebraska actually saw a decline in 4th grade radeing scores.
