to make sure all the teachers are “highly qualified.”  The state says that 9 out of ten school districts that have th most teachers that are not qualified are more than 100 miles away from a college.

I would suggest that the state sets up an online education degree with the state university system in order to get as many teacher as possible to highly qualified status.
