is out. The new report says that these teachers do boost test scores, but they do also say that we have few studies on these teachers as well.
The report also says that too few schools make uses of these teachers.

Rural districts says that policies they created did more to help student achievement then provisions in the NCLB.
Rural school districts have sizable percentages of achievement gaps for students with disabilities and low-income students, but a smaller share of rural districts than of urban or suburban districts report having achievement gaps for racial/ethnic minority students or English language learners (ELLs) because they enroll too few of these students to calculate gaps under NCLB.
Highly qualified teacher rules have little impact on hiring practices in rural school districts, but some are having problems getting math and science teachers.

The report says that the LA school district has 125 charter schools and 742 traditional public schools.
Charter schools in the area had a median base of 711 while the traditional schools had a median base of 697. The gap was biggest in the high school area with a 100 point gap between the charter and traditional schools.
This is one nice looking report, but it is very limited to looking at API scores which California has. NAEP scores could show something different, graduation rates could show something different, etc….
