Most States Fail Rules

CNN reports that 34 states, the District of Columbia and Puerto Rico are failing to meet NCLB rules on testing according to the Department of Education. The Failing states plan to lose between 40 grand and a million bucks plus. Failing states can appeal the status, but they must submit a plan and a timeline for making improvement.
