report looking at the performance of ELL student5s in the city.

13.4% of ELL students in 2008 reached English proficiency vrs. 3.7% in 2003. That was just based on the New York State English as a Second Language Test (NYSESLAT).

Fourth grade ELL test takers had 24.9% meeting standards in 2008 vrs 4.3% in 2003. That test was for English.

For math the amount of fourth graders meeting standards was 63.9% in 2008 vrs. 36.1% in 2003.

RAND Corporation Out With A New Report…

looking at charter schools in five big school districts and three states.

Some of the key findings from the report are:

  • The charter are not attracting the brighter students.
  • Charter schools in the first year of operation have trouble raising scores more than traditional schools.
  • They found better high school graduation rates in charter schools in Chicago and Florida than in traditional schools.
  • They did not find students learning more at a a charter school
