that the state of Texas is not complying with the federal Equal Education Opportunity Act and will need to change how they teach bi-lingual education in the USA.

The Dallas Morning News reports that the state may wind up appealing the ruling.

Around 15 states have a high school graduation rate for blacks under 50% while only a measly 5 states can claim a high school graduation rate above 70%. Three of the best states though have around the lowest amount of black students going to school.

Detroit and Indianapolis wind up on the list with the worst two cities for graduating blacks in high school. The best performing school districts though do have a good amount of blacks in the school system.
