a report out saying that the Reading First program does not help at all. The grades they looked at were first, second, and third grade level. The report says that less than of students in Reading First school were at or above grade level in reading.
They did say that instructional time increased around nine minutes a day in grace one and around twelve minutes in grade two.
The difference in scores between students in Reading First Schools and Students that were not in them was around 3% points at best.
