The report says that between the years of 2006-2007 that 4,100 teachers have been excessed. These are teachers that have not been assigned to a school to teach yet. By the end of this school year though New York City will have wound up paying 81 million bucks in benefits to these teachers though.
I can see this very large school district having some of these teachers around, but they really need to be put into full times jobs much sooner.
