at teacher contracts in the top 50 largest school districts. Thirty school districts had labor agreements that are ambiguous. Only 5 school districts could get the flexible rating, none got the best rating. 15 school districts wound up getting the worst ratings.

They also found that the more minority students you have in a school district the more restrictive the teacher contract was.
