I would say that Texas has a biggest problem when it comes to this.

To me this is a no-no. High school sports are not super-important. I do want every school to have them, but wins are not important at this level.

cut class sizes in the k-3 grades. Schools accepting the money would cut the class size down to 18 kids per class from 22 kids per class. If they did not meet the goals the money would have to go back to the state.
