are both increasing efforts to offset tuition by creating endowments just for scholarships. The Article says that the University of Michigan has a 7.1 billion endowment while Michigan state University has a 1.6 billion endowment.

Nice idea, but all they really need to do is spend money from the one big endowment they already have on tuition.

Take the University of Michigan for instance. If they only got a 5% return on the endowment they would get around 350 million bucks on it. Spending just 1/3 of it on lowering tuition could easily wipe out all of the extra tuition cost needed by all out of state students going to that college.
