according to a report presented to UC regents Wednesday. The report shows a bigger percentage of minority students graduating high school, but the growth in minority college students has slowly dropped.

and high school juniors have the lowest passing rate ever in the state. Of 52.6% passed the state math, science and reading exam.

The Hartford Courant reports on this on a few colleges including Tulane University in the New Orleans area that sent out this special college application to students who meet GPA and grade standards. All the students have to do is send in a writing sample and transcript which saves time filling out the form.
I think this is a good idea.
