The report says that a record 20% of 4-year-olds are going to pre-school. The average amount spent per child though over the past few year has been dropping while spending has increased. The total amount going to pre-school is almost 943,000.

Only the states of Oklahoma and Georgia were able to have over 50% of 4-year-olds in pre-school. Alabama and North Carolina though were the only states to meet NIEER’s quality benchmarks.
