on inmates with poor reading skills is up. The article says that around 2/3 of the inmates in jail have less than a ninth grade reading level with around 20% at below third grade reading level.
The 33 prisions in the state are operating around double capacity and costs are going up very quickly the article states.

are going to take part in a program called the Kentucky Content Literacy Consortium. The money to fund this program is part of the striving readers grant from the U.S. Department of Education.
The program is aimed to helping literacy rates in the middle school and high school grade levels.
