middle school and high school reform program says a new report out from the American Institues For Research. They looked at 18 different programs including such models at the High Schools that work program and the Kipp schools program.

The report does go into nice detail of every single reform prgram they look at which is fully necessary.  I am going to say that I have not really heard of most of the reform programs they list.

I say teachers like this need a break and just be accepted as a highly qualified teacher in some grandfathered type status sort of way if highly qualified teacher rules are to stay in place. I think those rules need to be junked.
