that students will have a half-day of school eventhough the strike is still going on.  Administrators, voluntereers, and some teachers the cross the picket lines will be the ones teaching class for the half day.

IMO this is a not so great idea.  I do not mind teachers striking, but maybe teachers need to only strike only a few days a week which includes the weekends.  Students need to be learning.

are testing the NCLB limits.  The state does not allow for state takeover of failing schools.  Only one school in the state is so bad they are in the restructuring phase.  Nationwide only 3% of schools are in restructuring
