IMO this is a not so great idea.  I do not mind teachers striking, but maybe teachers need to only strike only a few days a week which includes the weekends.  Students need to be learning.

are testing the NCLB limits.  The state does not allow for state takeover of failing schools.  Only one school in the state is so bad they are in the restructuring phase.  Nationwide only 3% of schools are in restructuring

have been given the authority over budgets, staff and instruction.  They will have to agree to some performance standards or they caould wind up getting fired in a couple of years.
