that one quarter of the schools in the state of Vermont fail to meet NCLB rules.  Broader testing of the students is to blame for the rise to 61 failing schools from 10.

This cause some parents to have problems with transferring  students to a better performing high school.

the amount of school districts that can take part in a tutoring experiment. The experiment so far is getting more students to do tutoring. States involved in this idea are Alaska, Delaware, Indiana, North Carolina and Virginia.
