They are mainly looking at teachers that are teaching out of field.<\/p>\n<p>Between the years of 1999-2003 and the years of 2003-2007 saw a massive jump in teachers teaching out of field, but the report does say that a change in method of reviewing English learner assignments may have resulted in the higher percentage of reported misassignments found in the 2003-2007 cycle.<\/p>\n<p>Out of the over 22,000 teachers teaching out of field in the 2003-2007 year bracket, over 50% of them were teaching English learner assignments.
