They say that state policies for raising graduation rates are too low.  I agree with them.<\/p>\n<p>The report lists for every single state an annual improvement policy which is as low any any progress to as high as 2% progress each year in a forced number.  The also list for every single the high school graduation rate as stated by the US department of Education.
